A little disturbing, as this house was build in 1970, and Carter hasn't been code for ages. The only thing that I can figure is that it was a Carter system, as that is the only diagram that I have seen with hot/main into both switches. Left connections toggle between the two right connections. By that, I mean that with no switches installed, each box has a hot pair into it.
